Meet Our Staff

Jeff Clemens served 22 years as an Animal Control Officer with Sonoma County Animal Care and Control in Santa Rosa, California. He served as the Division’s Field Training and Bi-Lingual Officer. He currently teaches for the Santa Rosa Junior College at the Public Safety Training Center. His area of instruction includes protective equipment training, safety and control tactics, animal control law and enforcement, tactical communication and physical fitness. In 2008, his teaching career broadened as he joined with the National Animal Control Association and he began teaching throughout the United States.

John Mays has served the animal control profession since 1984. He began his career as an Animal Control Officer for the city of Olathe, Kansas. John has served as Vice President of the Kansas Animal Control Association, President of the Humane Society of Olathe, and as a Board Member of the National Animal Control Association. In 1994, John became the Executive Director of the National Animal Control Association and served in that capacity for 19 years. He has participated in over 40 Program Evaluations throughout the United States, in which individual Animal Control/Care agencies were evaluated for performance in the areas of Administration, Field and Shelter Operations.

High Quality Training on an Animal Control Budget

We recognize that the cost of sending officers to training outside of your area can cost thousands of dollars for a single employee. ACTS provides a solution - we bring the training to you, saving taxpayer dollars for staff travelā€related expenses. Our fees are all-inclusive for our instructor(s). We even encourage your agency to solicit additional students from outside your agency, and to charge a registration fee, in order to reduce the cost to you. We can even help market the program in your area. The choice is simple - ACTS can provide on-site training to your entire staff at a cost substantially less than sending 1 or 2 officers to outside training.

ACTS Evaluation Services

ACTS can examine your field operations to include current deployment of resources (budget, equipment, training and staffing) and suggested productivity improvements. We can also assist you with new program development to include an operations manual, a list of equipment and resources, budget examples, officer training standards, and job descriptions.

The ACTS assessment team is made up of John Mays and Jeffrey Clemens, who are actively engaged in the animal control field. They are experienced and knowledgeable in all aspects of the profession. Their years of direct involvement in animal control are of great benefit to the evaluation process.

All program evaluations are assessed a minimum charge based upon the size of the agency, plus expenses. Once ACTS appraises the depth of the study, ACTS will submit a detailed, written proposal outlining all commitments required by both the contracting agency and ACTS.
