CSRC- “Trainings for capacity building of Civil  Society Organization

SSK conducted a 5 days training on Participatory Intervention and Training Methodology for the Mission staff of Uttar Pradesh Rural Livelihood Mission (UPSRLM).With reference to capacity building of newly recruited staff of UPSRLM, this training proved to be very much useful as it not only provided understanding of overall community intervention context but also helped develop understanding of participatory training philosophy and methods and other tools as PIP; as reflected by most of the participants. 23 participants of mission staff fromBijnore, Hardoi, Banda, Chandauli and Deoria districts including Deputy Commissioners (self employment) participated in this training. At the end of the training participants internalized about the concept of participatory training, social context for intervention, group processes as decision making, leadership, conflict management etc.; group development process, different participatory training methods, concept and principles of participatory rural appraisal(PRA) , process of PIP; and doing live practice of training by participants.

(a). Planning Meeting to Conduct Job Fair:

To ensure positive result and maximum placement at the right work place to rural youth, a planning meeting was organized on 10 January 2014 at SSK Lucknow. The following decisions have been taken under the supervision of Ms. Shalini and Mr. Amit:

  • It was decided the Job fair will be conducted in Sitapur, because most of the student are from sitapur.
  • The job fair will be conducted will be organized in first week of March.
  • Seeing the response in previous job fair it was decided that proper orientation session should be planned 2 3 times at least and the team for the same was also decided. The team includes Faraz/Nisha/Anjali/Stuti/Salman.
  • Apart from that it was decided that recruiters will be from Sitapur and team responsible for approaching recruiters will include Abhaj ji/Bipasha ji/Mohit.
  • It was also discussed that which are the possible recruiters that we can approach in Sitapur and following suggestions came out that pathologies, V-mart, dari factory, corporate office can be approached for participants trained through SSK.
  • The participant will be from the following trade computer/tally/driving.
The meeting ended at 3:45 by concluding that the preparation and sessions will start from 20 January and will continue till first week of March 

(b). Developing research guideline on Migrants’ economic status at Destination Level

The proposed study aims at exploring various dimensions of the expenditure of the migrants at destination and will give an idea about-

  • Their expenditure pattern
  • Constructive usage of earning - It will also highlight the areas where the earnings are been misused, like drug addiction and other form of non constructive usage of money.
  • Saving methods
  • Strategies employed during Economic crisis
  • Awareness and accessibility of schemes and policies meant for their economic empowerment

The learning from the study will help in promoting saving habits among the migrants and various methods that can be used for the same. We want collaboration with academic institutions for the proposed research in order to get a new perspective. The nature of collaboration that we are seeking is

  • Cooperation and inputs from the faculty members and students in designing the research.
    Student’s cooperation to collect and analyze data.

Project: Capacity Building of Women Gram Pradhan under Child Rights Project in Eastern UP

(a). Coordination Meeting for Second phase Training of Women Pradhan 

 

With the objective to ensure maximum participation of Women Pradhan in Block level training program a coordination meeting was organized with partner organizations on 17
th, 18th and 22nd January, 2014 at Sonebhadra, Mirzapur and Jaunpur respectively. In this meeting Project Managers from partner organizations, District Program communication Consultants from UNICEF, Program Manager and documentation officer from SSK were participated.  The following decisions have been taken in the meeting:

1.   The training program will be conducted form 17th Feb. to 27 Feb 2014.

2.   Planning Meeting with FAs – District coordinators will facilitate one day session for Field animators on the strategy of block level training program of WGP.

3.   Strategy to invite WGP and sensitization meeting with their relatives- One invitation letter b

4.   Ensuring good logistic and food Local travel/ transportation arrangement by SSK with Partner Organization support.

5.   Identification of WGP for Supportive Supervision- 20% Women Gram Pradhan will be             identifying for the field level supportive supervision after the training.
 
 Project- RSBY Campaign:

(a). RSBY awareness Campaign Drive 

Experience of working with communities’ have reflected that people’s limited information on how and where to use the RSBY smart card is the significant reason behind low utilization. Hence awareness   campaign drive was initiated in 16 PACS districts of U.P. viz. Varanasi, Ghazipur, Sant Ravidas Nagar, Mau, Ballia, Hathras and Prabudh Nagar, Lucknow, Pratapgarh, Kaushambi, Shrawasti, Behraich, Maharajganj, Kushinagar, Sidharthnagar, Sant Kabir Nagar. In the month of January Sachal Chetna Rath moved in Lucknow, Mau, Ballia and Ghazipur districts. Total 235 shows were organized in four Districts. In the month of February Awareness campaign is planned in Varanasi, St.Ravidas Nagar, Hathras and Shamli Districts Objective behind this awareness campaign aims to bridging the gaps of information on RSBY among community members. This Van is equipped with multimedia and video projection facility for screening RSBY films at panchayat level in each district. 

(b). Hospital Exposure Visit 

At CSO level 4 exposure visits of community was organized at Empanelled Hospital .Total 47 members visited Hospital. Community experienced smart card usage practically, observe the benefits and process of utilizing card ,hospitalization process, services available at Hospital end resulting increase in faith on benefit of this RSBY scheme. Rapport and belief on CSO strengthen, as community actually saw all the things happening, which we keep on communicating during CBO meeting. Apart from all the benefit women got an opportunity to see the world beyond their village. Hospital authority got an opportunity to understand community view point.
(c ).RSBY Mitra Identification:
To strengthen community involvement, process of identifying RSBY Mitra is initiated in Varanasi District. This RSBY Mitra will be identified by CBO’s PRI member. Guideline for selecting these Mitra was shared and total 127 persons were identified from PACS assigned area

Mobilization Meeting with Community under ‘Wada Na Todo Abhiyan’ in Varanasi Constituency 

Ahead of upcoming general election, Shahbhagi Shikshan Kendra (SSK) with the support of other Civil Society Organisations mobilised
people across the Varanasi Constituency to speak out their priorities. 19 such meetings were organised by the SSK under Wada Na Todo Abhiyan with approx 1400 participant from various sections of the society including dalit, minorities, women and youth. Through the campaign, SSK encouraged Voters, Candidates and Campaigners to use this Manifesto as a basis to make a wise choice while participating in the general elections. Mobilization meetings and discussions within and across sectors was the basis of preparing this People’s Manifesto. This was an attempt to remind politicians and the powers that be of their obligation towards people. Initially, SSK organized first meeting of local groups and organizations working within Varanasi Constituency who would be interested in contributing to the Local Manifesto process. The manifesto includes implementing and expanding the scope of right to education, strengthening integrated child development services, reducing infant mortality rate, ensure gender equality, safety of women & girls, effective
implementation of women-friendly legislations, proper implementation of law & order, border security related issues, environment conservation, basic infrastructural facilities for migrant in slum areas, decentralization of power/politics, livelihood opportunities for Weavers & Landless farmers, marketing facilities and minimum wage for weavers & unskilled labourers etc. Civil society organisations from Varanasi constituency came together to draw out a charter of demands articulating the rights and developmental needs of poor, marginalised, unorganised and deprived section of the society.
 
 Exposure Visit of Smart Card holders at Sarthak Surgical Centre 

An exposure visit of selected RSBY Smart Card Holder Families from Cholapur & Harahua Block of Varanasi District was undertaken on 28thJanuary, 2014 at Sarthak Surgical Centre, Pahariya, Varanasi. Beneficiary visited and observed medical, diagnostic facilities and surgical facilities available at the hospital. They also got the opportunity to talk with Dr. Vinod Kumar. The person on RSBY helpdesk completely addressed the visitors to make them aware about whole formalities and process of getting treatment. Community members were provided a tour of the outpatient department of the hospital and explained the process of registration in the hospital under RSBY along with the process of using their smart cards.They also visited operating theatre from outside which was fully equipped and where surgical operations are carried out. This enabled the participating registered beneficiaries learn ways and procedures to access to their entitlements under RSBY. Hospital process and the database management procedures are being observed by visitors.

Support to Civil Society Network organisation in Chandauli Constituency under Wada Na Todo Campaign

As the countdown to the 2014 general election begins, SSK under a campaign for government accountability called Wada Na Todo Abhiyan, supported Civil Society Network Organisations in Chandauli Constituency to prepare People’s Manifesto. SSK throughout the month extended support in facilitation, technical guidance, and resource mobilization to CSOs to achieve the desired objective of Wada Na Todo Abhiyan. Community mobilization meetings were held as part of the preparation for a People’s Manifesto prior to the national elections. People demanded increase in the number of
days under the rural job scheme, more livelihood opportunities for land less farmers, minimum wage rate for Weavers & Domestic helpers, greater autonomy for local self governance, transparency and accountability in health care services, adequate education & job opportunities for disabled people, inclusion of Fisherman Community, Rag pickers and MGNREGA workers in RSBY, minimum wage rate for unskilled labourers, livelihood and training programme for youth, basic educational, health and safe drinking water facilities in Urban slum areas, control over land, protection for dalits, minorities and other marginalised communities. In the community meetings that were held in the constituency, there was a very positive response from the people as this is a participatory process. People in these constituencies expressed that they felt empowered because earlier they had no say over the electoral manifesto of political
parties. 

Orientation of RSBY Beneficiaries at SSK-Varanasi Office

SSK organised orientation for Smart Card Holders just before exposure visit at empanelled hospital. The programme was a part of theoretical knowledge before the field orientation. The participants were selected from the target beneficiary of PACS Programme. During orientation session, participants got a detailed description of the Background of Scheme, detailed overview, why the scheme started, importance, objectives, different phases of implementation, how to avail services at hospital, list hospital empanelled under RSBY, Grievance redressal policy, what are the rights of Smart Card Holders  etc. The objective of the session was to provide access to quality health care to all the enrolled beneficiaries and increase the overall utilization rate.
Some of the field level challenges were stated by participants which has been dealt by the PACS Project team and Mr. Bajrangi Maurya - an intern from MGKV. In reaponse of the orientation, Mrs. Santara Devi from Tari Gram Panchayat of Cholapur Block told SSK team members that just because of lack of awareness we have not utilized our smart card since two years and wasted so much of money
in treatment.

Launch of Video Van at Saidpur Block

The success of the Rashtriya Swasthya Bima Yojana (RSBY) depends largely on
reaching
out to the poorest communities and beneficiaries through dedicated awareness and sensitisation campaigns. As a part of Post RSBY enrolment Campaign, SSK with the support of Poorest Areas Civil Society (PACS), organised mass awareness campaign through mobile video van. The campaign was launch on 31
st January, 2014 at Saidpur Block of Ghazipur District and started from Holipur Panchayat. It covered five Gram Panchayats (Holipur, Alaichak, Mirzapur, Mahroompur & Gopalpur) on first day of campaign. The purpose of launching the video van is to create awareness among RSBY beneficiaries of Ghazipur district regarding the importance of using Smart Card and to reduce the vulnerability of BPL Families.  Through aseries of campaigns in the different G.Ps of Saidpur, PACS has attempted trying to reach the more and more Smart Card holders and educate them about the scheme. Also information along with assistance is provided for the different procedures in utilization of Card. The rural communities across five Gram Panchayats participated with full fervour and enthusiasm in campaign to achieve the success of RSBY.

Meeting with School Management Committee  

For sensitizing and making the parents aware of their role and responsibilities to give shape their childrens future, SMC meetings were conducted during the month of January, 2014. Special focus during these meetings was to create awareness about School Development Plan which is going to take up in each and every Government School in coming month. We also persuaded them to ensure their active participation during Planning of SDPs. Simultaneously some core issues were undertaken in the meetings regarding enrolment of all eligible children, upcoming School Chalo Abhiyan, improvement of attendance rate of teachers as well as children. It was also discussed that SMC members must be involved in monitoring of mid-day-meals, learning environment in Class room education, cleanliness of toilets and class room etc. Review of the midday meal in schools was done during the day of meeting and turned into free and frank discussion with some important decisions to strengthen the quality and hygiene aspect. Some of the major issues related with Non-involvement of Sweeper in Cleanliness of School was discussed and shorted out on priority basis. SMCs took strict action against sweeper in many places which resulted into regularity in duty of sweeper. In some of the place SMC is still struggling for Safe drinking water facilities in School premises. Application in written was submitted to concern authorities but action is still awaited on application. We have also shared that a team of trainees (2 members from each school) will be selected who will participate in Capacity Building Programme on School Development Plan which will be organisedby PACS.

Mobilization Meeting (Sitapur)

This month we have organized 8 mobilization meetings with the objective to discuss about migration services and also collective formation. In this meeting we discussed about MRC services and the process to get the services. Beside this we also shared about the government running services like BOCW, pension for aged, widow and disabled. The meetings conducted at Amirpur, Pakarya, Mirzapur and Tikarya of Khairabad block and Katra, Jamunapur and Ramalakhna of Parsendi block. As a result we formed 1 new Prawasi Pariwar Samuha and 3 are in process hope to form it in next month.



Prawasi Pariwar Samuha

The monthly meeting of the Prawasi Pariwar Samuha has been conducted at their respective villages. This month one new group formed with the name of ‘Anandi Prwasai Pariwar Samuha’ at Tikarya. The group wants to start small saving to support thier family income. Beside this it will take action for the development of the community and support other migrant families. This month in the monthly meeting we focused on need of ID cards for migrants, banking services and government pension scheme, BOCW. In this meeting the members actively participated. The members also took interest to get the registration for the same.

ID Cards and Registration Camp

This month registration 3 registration camps organized respectively at Matapurwa of Vishun Nagar GP and Unisiya GP of Khairabad block and Angrasi GP of Parsendi block Sitapur. The purpose behind was do registration at Village level as well as Panchayats level. In this camp we invited Gram Pradhan and PRI members, to discuss the need of such ID cards. Throught this camp the need of such cards and Haziary were discussed.


Legal Literacy camp and Legal counseling

zThis month 2 legal literacy camp organized respectively at Isauli of Khiarabad and Angrasi of Parsendi block. Through this camp we shared information regarding BOCW scheme, use of Hazri diary, need of ID cards at the time of migration. Beside this we also discussed about minimum wages act and factory act on demand from participants. One day legal counseling session also organized at our Khairabad center. Where we documented new cases and worked out on old cases.

Mobile Kiosk- 

This month 2 mobile kiosks organized respectively at Prayagpur weekly market of Khairabad block and at Chandpur weekly market at Parsendi block. Through this kiosk we reach out 310 (apprx) at both blocks. Through the kiosk the information regarding MRC services and also the information of registration for ID has shared. Beside this we also shared about the 16 scheme benefit of BOCW scheme.


Destination


Strengthening of Trade Base Collectives – 5 Trade Base (Pillow Maker & Seller, Loha
Loading g & Unloading, Domestic women’s worker) collective meetings held this month. The discussion was on group strengthening, LIC & JPA Policy, Govt. Schemes, Children’s education & Local Issues as identity proof, Rashan Card Renewal & new card apply, Bank Account Opening, PAN Card, SwalambanYojna (NPS Lite Scheme), Health issues, seasonal diseases, Sanitation etc. Main objective was to build capacities & to make forum to share about their issues. This month 23 ID Cards issued and 63 ID card distributed. This month 26 bank accounts opened of migrants.

Mobilization meetings-

10 mobilization meetings organized at Mahendra Enclave, Razapur, Panchasheel Colony, Jhuggi Area, Kuti Area Loni Road, Bhopura, Loha Mandi, Nand Gram community and 4 LabourChowks in Ghaziabad regarding LIC & JPA Insurance Policy, New Group Formation, ID Card Registration, Legal Issues & Identification of legal cases, Legal Literacy, Govt. Schemes, Sanitation Issues, Bank Account opening, Rashan Card, Voter ID Card, NPS Lite Scheme, BOCW Registration, Education Issues as enrolments of children’s & her Local Problems.

Mobile Kiosk- 

This month 2 mobile kiosks organized at Sanjay Nagar labour chock & Vijay Nagar Labour Chocks. Near about 560 migrants covered through Kiosk. IEC materials distributed & ID card registration form fill up during Kiosk. In the Kiosk the information regarding 2SK, the importance of ID cards &the importance of LIC & JPA Policy, Contract/ Agreement of long work shared. Legal Clinic day -

We organized the one Legal Clinic day on 28 Jan.14 at SSK office collaboration with S.P Singh Labour Court Advocate. During the Legal Clinic day 10 cases counseling have done related with payment of wage. 04 case mediation done at center with contractor through phone. During legal clinic day discussion was also on migrant’s rights, govt. facilities & schemes and 16 schemes for building & construction labors. 

Interface meeting-

1 Interface meeting (Involving Local Self Govt.) organized with Trade Based Collectives at SSK office group unity, Identification of collectives developmental Issues, Identification of Resources & her reach on resources, Saving Money, Sharing group experiences to other groups. Main objective was to build capacities & to make forum to share & action about their issues.


Health Camp

Health camp organized at Razapur, Ghaziabad on 23 Jan.14. Total 193 migrants took free advice & medicine from this camp. in which 60 Male, 87 Female & 46 Children’s below 14 years were participate. The camp organized with collaboration with Asha Deep Foundation, Ghaziabad. Information regarding health education also shared among target group. Major Diseases identified during camp are seasonal fever, cold flue, cough, blood pressure, skin infection, skin allergy, lack of vitamin C & A in females & children’s, anemia in females.

01 BOCW Camp organized at SSK Ghaziabad office with the support of Labour Department Ghaziabad. In this camp 25 Migrants Registration done under BOCW. Beside this, we also organized cheque distribution program at Nasirpur Labour Chock on 31 January Mr. K.N.Agrawal Asst. Labour Commissioner distributed 18 cheque to migrants, each cheque Rs 2000.00. In total Rs. 36000.00 distributed

Monthly Meeting of Citizen Leaders (C.Ls.) (08th January, 2014):

In the month of January, 14, Monthly meeting of citizen leaders was called on 08th January, 2014 at SSK-Kaiserganj field office. During the meeting, 12 (10 male & 2 female) CLs were presented from 8 Gram Panchayats. The citizen leaders’ meeting was started with their welcome and introduction. The main focus of the meeting was given on the Government Schemes for rural development and improving the poor situation of the villagers. A major discussion on their experiences during the exposure trip to Chitrakoot and Sitapur, were also shared for learning by discussions.They were sensitized for participating in development works in their Gram Panchayats and be alert on the social inclusion for better development of them and village with. The following discussions were made during the meeting:
Discussion on learning from the exposure trip was also done and they shared their experiences with each other for keeping refresh the learning from there.

- A discussion was done on the preparation of a handbook on the Govt. Schemes with the process of applying to achieving the benefits.
- A discussion was done on observation and learning for enriching on each aspect of existence of CLs in their intervening community and area.
-Discussion was done on the components and activities.
- Raise hand pumps installation for safe drinking water during the flood prone days, in new Grampanchayats (GN-3 & GN-4).
-Skills development trainings for livelihood.
-Empowerment of local leadership.
- Information on programme activities planned in the month was also shared with them.

1. Animators’ Monthly Meeting (25th January, 2014):

The animators’ monthly meeting was started with welcome and introduction of all participants. It was organized at SSK-Kaiserganj on date 25th January, 14. During the meeting, Mr. Sadeque Husain (SPC, SSK-Lucknow), Mr. Sanjay (PC, SSK-Lucknow), Ms. Nisha (Prog.Associate, SSK-Lucknow) and SSK Kaiserganj team & all field animators were presented. In the meeting GP wise discussions were done on the monthly field activities by animators. The meeting was based on the discussion of monthly work progress and planning for the coming month (February, 14). Meanwhile the meeting, some sessions were also taken by the animator & team for brushing up the last discussed topics in the induction training. The sessions covered during the meeting were as follow:
1) Community Meeting (Mr. Ram Lakhan-Animator).
2) National Social Assistance Programme-NSAP (Mr. Mohd. Asif-Program Associate).
3) Women in Disasters (Mss Nisha Mishra-Program Associate).

The sessions on the above topics were very knowledgeable to all participants. During the meeting following discussions were made:

A review on the last month activities was done for scaling the month progress and measure the challenges faced during the field activities by animators and team.
Discussion and sharing of the prioritized and planned activities for the upcoming month, was done with animators.
It was also discussed during the meeting that how the participation of women in the DRR plan is important, because they are also a part of facing disaster.
Discussion was done on method of the preparation of month planning for field movement to achieve the programme goal.

2. Joint Meetings with Community, HDC & CLs for Site Selection for Installation of New Raised Hand Pump in New GPs (GN-3 & GN-4):

I

n the month the major task was done for the selection of appropriate site for installation of raised hand pumps in the new Gram-panchayats for providing them drinking water, specifically during the flood; because the ground level hand pumps sank in the flood and the availability of drinking become zero and cause many fatal diseases.To select the sites for installation of these raised hand pumps some meetings were organized at Purwa level with HDCs, CLs and community jointly. The meetings were conducted in GN-3 (Chandra Dev Purwa, Naya Purwa, Manraj Purwa, Ram Chandra Godian Purwa) and GN-4 (Vanodhan Purwa, Sarpanch Purwa, Atra, Godian Purwa). Total 16 (8 in GN-3 & 8 in GN-4) meetings were conducted in the both GPs for selecting the sites. The participation of male and female in the meeting was 70% and 30% for. During the meeting following points were focused and discussed with them as here:Appropriate place selection for hand pump where everyone can reach without discrimination or clash.Ensuring the easy reach of the community during the flood.Cleanliness of nearby place of raised hand pump.Outlet and drainage for waste water settlement.Position of water level during the flood. 

3. Review of Disaster Risk Reduction Plan (DRRP):

In the month of January, 14, the review of disaster risk reduction plan of 11 Purwas in 6 GPs of Kaiserganj, Jarwal and Ram Nagar blocks was done by the community with the support of SSK team, to evaluate the last prepared DRR plan. During the review meeting of each Purwa, HDC members, CLs and community members were presented. During the meeting, the discussions were made on the changes in the plan such as solved and unsolved problems in the community which are needed to be heeded. The following points were discussed in the meeting:
A review of the demographic situation was done for evaluating the population of Purwa; if there any family has migrated or joined.
An evaluation of the resources (boats, animals, means of communication and transportation etc.) available in Purwa was done and changes were also discussed in the review of the plan.
Impact of the flood among the community in the last year was also analyzed.
Vulnerability (economic, social, educational, health and cultural etc.) of the community was also assessed according to the last flood impact on the community.
Point wise discussion on the last prepared DRR plan by the community was also done for identification of new issues/problems among the community for removal solved problems and consisting new ones.
Discussion on the interlinking the development plan of the Gram Panchayat with the DRR plan of Purwa.

4. Preparation of New Disaster Risk Reduction Plan:

In the month of January, 14, one new DRR plan was made in new Gram Panchayat Gudahiya No-4 with the help of HDC members and Citizen Leaders and supported by the SKK team. In the Gram Panchayat, Gudahiya No-4, and the community of Jarwa-I (Purwa) have prepared the DRR plan and SKK team has supported to prepare it. During the planning of DRR in the Purwa a social map was prepared on the ground surface by the community for understanding the proper situation of extension of community. Meanwhile the planning of DRR in the Purwa, the following heads were discussed:
First of all the transit work of the Purwa was done by the team with the community for understanding the geographical situation.
An assessment of the impacts of the flood during the last one and two years ago in the Purwa, was done by the community and team.
After understanding the geographical situation and assessing the impacts of the flood during the past years, Social Mapping of the Purwa was done by the community.
The matrix, a format for collecting the demographic information of the Purwa, was also filled during the planning.
Then, detailed information regarding the resources (boats, animals, means of communication & transportation, wells, ponds and hand pumps etc.) was generated from the community through themselves.


Sahbahgi Vocational Training Centre Lucknow

Sewing Course:- sewing centre completed its 3rd batch and also certificate distribution for the 3rd batch took place on 20 Jan 2014. Admissions for the new batch are in process.

Prayag project:- Currently SVTC is planning to start a new course prayag and initiative by reliance foundation under its CSR head to provide grassroots advancement to youth aspiring growth by providing training and job opportunities. This course is planned to start in March. In this training students will be trained in spoken English, computer basics and personality development.

SVTC, Asnaha Gram Panchayat, Itaunjha Lucknow

Sewing centre:-  All the girls of second batch had successfully completed their sewing course. Currently third batch is running in Bhikaripur, Itaunjha. Orientation session for all the girls of sewing centre is being planned in February.

Embroidery course:-  Seeing the demand of the girls in Bhikaripur, Itaunjha SVTC is planning to start a embroidery course for girls in march. Registration for the same has been done and total of 20 girls have given their name for embroidery course.

SVTC, Hussainabad block, Jharkhand

Sewing centre:- 5th and 6th batch of sewing centre were completed in November, after completion of this batch currently 7 & 8th batch are running with total 40 students in Hussainabad block in Jharkhand with enrollment of 100 women till date.

Painting course:- we are also planning to start painting course in Hussainabad block in Jharkhand from 1st march. This course will be of four month. Registration for this course will start from next month onward
